On April 23, 2020, NTCA's Mike Romano, along with Brian O’Hara from the National Rural Electric Cooperative Association, Thomas Cohen of Kelley Drye & Warren LLP on behalf of the Fiber Broadband Association, Brett Kilbourne and David Rardin from the Utilities Technology Council, spoke separately by telephone with senior commission staff about preserving transparency and accountability in reviewing applicants' performance tier capability by adopting the framework from the draft public order circulated before the voting at the February open meeting.
