Construction & Engineering Manager

Reports To:    Operations Manager    

FLSA Status:  Exempt

 

General Summary                                                    

Supervises all plant facility construction projects, including improvement and maintenance of plant facilities. Supervises Construction Technicians, OSP Clerks and Field Engineers. 

Essential Job Functions 

  • Successfully meet or exceed department goals while maintaining quality standards, controlling expenses, and following WRT department’s directives and practices. 
  • Coordinates through the Construction Crew Forman to ensure construction jobs are completed in a timely and accurate manner and verifies the procedures are followed and completed. 
  • Assigns tasks to the Field Engineers for facility design, acquiring ROW, calling in locates and ensuring materials are available. 
  • Communicates to the department and other departments expected information. 
  • Train department personnel to a level that will maximize productivity. 
  • Responds promptly to outside plant emergency calls as needed. 
  • Review contracts, negotiate contracts, and oversee contractor installation of facilities by inspecting installation, verifying tabulation of contractor staking sheets and reviewing invoices. 
  • Ensures quality customer service by responding to customer complaints concerning construction. 
  • Makes recommendations to Operations Manager improvements to department policies and procedures. 
  • Analyzes OSP Facility capacities and forecasts usage to determine required construction projects. 
  • Ensure plant records are accurately entered in the records system in a timely manner and are available for dissemination to necessary personnel. 
  • Performs all other related duties as assigned by management. 

Knowledge, Skills and Abilities 

  • Knowledge of construction practices and industry regulations affecting engineering projects. 
  • Knowledge of state and federal safety regulations. 
  • Knowledge of test equipment, electronic equipment and all types of cable. 
  • Knowledge of telecommunications equipment operations and maintenance. 
  • Knowledge of company products and services. 
  • Knowledge of company policies and procedures. 
  • Knowledge of RUS practices and standards. 
  • Skill in the use of IVUE program including Facility Management and Mapwize. 
  • Skill with Microsoft Office. 
  • Skill in oral and written communication. 
  • Skill in the use of North and South Dakota One-Call systems. 
  • Skill in problem solving and resolution. 
  • Skill to read and interpret documents such as maps, staking sheets, and operating and maintenance instruction manuals. 
  • Ability to communicate with co-workers and various business contacts in a professional and courteous manner. 
  • Ability to pay close attention to detail. 
  • Ability to work independently and make sound technical decisions using information at hand. 
  • Ability to create a team environment and sustain employee morale. 
  • Must have a valid driver’s license and be insurable by WRT’s insurance carrier. 

 

Education and Experience

Bachelor’s degree in engineering or equivalent experience plus seven to ten years experience preforming the above job functions.

 

Reporting Requirements

Reports to WRT Headquarters in Hazen, ND and must reside within WRT service area.
