(Apr 26) In meetings with FCC staff, NTCA joined association colleagues in noting that the Commission’s NPRM proposing to require Emergency Alert System (EAS) Participants to implement a “sufficient” risk management plan underestimates the resources and expertise required to develop a plan and lacks clarity. NTCA and colleagues also pointed out that it would be premature, and potentially duplicative and counter-productive for the FCC to create a cyber-related incident reporting scheme for EAS Participants before the Cybersecurity and Infrastructure Security Agency completes the Congressionally mandated Cyber Incident Reporting for Critical Infrastructure Act proceeding.
